I've worn my Fitbit on cruises and know it tracked the steps, but not sure if it did syncing.  Bluetooth shouldn't incur charges (we can use bluetooth headphones with no issue), but I'm not sure how much the app works without cell or data. We don't purchase data and leave our phones in airplane mode.

I just got one for Xmas and love it. Tracking activities is excellent. Tracking sleep is great information.  
Cruising soon.On my return I’ll post the information.
Going soon and hopefully I’ll wear it dancing and activities to remind me of activities for weight. 14 nights cruise. We use our phones in port thanks to $10 fee Verizon.
Funny thing is I tell people in my yoga class that it shows a Frown Face if you eat a cupcake. They believe it.
