Trying to chose between tours and city visit

Hello! We will be in Grand cayman next february from 7 to 3 pm.

We would like to visit stingray city, do some snorkeling to see fishes and have a few time downtown ( stroll around and buy some crafts)

We are studying different options and we have some doubts; we don't want to spend all the time at the tour and losing time in downtown:

- Is there any big diference between Barrier reef and Coral Garden? 

- Does starfish point worth the visit? Or should we spend more time at one of the snorkeling points instead? ( Barrier reef / Coral Garden)

- Is one hour enough to stroll around the city (see some buildings and buy some crafts)?

Grand Cayman is a modern British island, so "crafts" are not a thing there, IMHO.  It is mostly high end luxury stores, banks, and more banks.  

Snorkeling with the rays is the #1 excursion to do, well worth the visit.  If you want to snorkel, make sure you do an excursion with an added stop at any reef area.

I have always loved to do the shopping in GC mostly because of the many different things to see and buy. I would say that if you just want to browse and not looking for anything specific then yes an hour may be ok.
