How busy is the gym aboard the Summit?

Really depends on the cruise and when you wish to work out.   I'm an early morning person and found on most mornings at 7:00 all treadmills and elliptical were in use.   I would often luck out and grab the last elliptical and noticed that the treadmills remained totally occupied while I was there.    The few bikes they had were also usually with a waiting line.

Most of our cruises are on re-positing cruises with lots of sea days which may have a bearing on my experience.

On the other end I have also been up on the elliptical and the only one in the gym.

I typically go between 2 and 4PM and have never had to wait for any equipment.

I've heard from many that the afternoons and evenings are lightly used.   If I don't work out first thing my dedication wanes away quickly.
