Why is SD still cruising with the Covid-19 in the ports of call?

So SD still is planning to cruise on April 11, if you are a passenger are you planning on going? SD has changed our itinerary and has no plans to refund your fare if you decide not to go. There are active Covid-19 cases per the John Hopkins Covid map in our ports of call.
