One thing to keep in mind, there are several factors in how fees are determined.  For cargo ships who do not have time sensitive cargo, just wait their turn and pay accordingly.  For other ships there is an "auction" process, where a ship can make a bid to "jump in line".  Obviously cruise ships with passengers with a set itinerary will make a bid big enough to make sure they transit (partial or full) on a set date.
