Doable if there is no fog and you get off the ship and clear customs promptly.

Lots of “ifs” there, too many for me.

Do not judge Galveston with the past experiences !

Fog exists in winter like everywhere , but fogs delays have been very few last year ,

because pilots agreed to  stop hijacking ships in Gulf . Pilots were renegotiating new  contracts . We the cruisers were the victims . Royal filed suit against them, and the  pilots and Royal came to new agreement . Higher fees for moving ships in the fog.

Clearing customs has become so much better also in last year,  with new and improved terminal # 2,

and additional procedures and staffing of immigration officials .

Galveston has improved so much in last year,  we actually enjoy  cruising in and out of Galveston now . We shall see with opening up again . The ifs have generally disappeared in Galveston .
