The idea is that your water bottle/thermos/whatever does not go near the water dispenser.  Anything that touches your mouth should not be near any dispenser whether it’s water/coffee, etc.  Use a new cup or glass when you need a refill anywhere on the ship.  If refilling your personal water container,  use a fresh glass and then pour into your container.  Put the now not needed glass in the area for dirty dishes.  This is a common courtesy not followed by all passengers but a great way not to spread germs whether it be covid or something else.

yes, however even those that use a glass to fill, usually reuse it, and water kind of goes all over and makes a mess, perhaps now finally ships will install touchless.  I was thinking perhaps they dont want touchless because then people wont buy water, (I have never bought water on a ship)

Refiling of water bottles from a water dispenser needs to be prohibited, full stop. You can take a clean cup of water and refil your bottle from there.

as far as i know it was always prohibited some just dont follow the rules
