Where does this cost come from? Did you make it up yourself? 15k will cover like an entire family of four to take them from say Philipines to UK by plane. Are you talking about like a premium class insurance or something? I never heard of such options being available. Usually, these insurance are only to get the cruise..

r - actually, travel insurance is just that, for travel, all aspects including flights, sea, train modes of transport and can cover hotels and other such lodgings. Each policy is different, so each of us need to make sure that we purchase the correct coverage(s) for our trips.

While the OP is from the UK, and this forum is for US residents, please know that some cruises for US residents, even in the Caribbean can easily cost $15k+ p/p pending on which ship and cabin one selects.

So it is not out extraordinary vs different for those of us who may choose to not spend this much on our 'normal' sailings.

We have a sailing to the Mediterranean in 2021 which will come close to that value including our extended land portion.

bon voyage

Is it the cancellation limit causing the problem?

I think Staysure may offer cover up to £15,000 (based on a Google search).

Otherwise there are a few companies who offer top-up travel insurance to close the gap between the standard cancellation limit and more expensive holidays - they will come up with a Google search.

Alternatively, whoever you booked with may hold a list of insurers that cover higher than the standard limits - or your usual insurer may offer top-up cover.

It's going to be possible, you just have to find it - although bear in mind that currently nobody is offering cancellation cover for Covid-19, or cover if you travel against FCO advice.

Good luck (and have a wonderful holiday)
