I think he meant to say the people booking cruises, or any international travel, during a time of pandemic are crazy. But, if someone is willing to book and hand over $$, Frank will gladly use that to keep NCL afloat. Can't blame him for that.

For me that last part of the statement unfortunately will possibly just remove the very relaxed and easy atmosphere that cruising was all about pre virus.  I realize many restrictions on board may be necessary.  But I don't think I would again enjoy cruising under restricted circumstances.   However, I don't think any of this will be ready to "test the waters" anytime soon.  We have a long way to go with the virus before anything will be possible for testing.
