Joining a cruise in Aruba

We are planning a family cruise that leaves Ft. Lauderdale, first stop Grand Cayman, then Aruba.  If we have someone who cannot make the first part of the cruise they can board in Aruba right?  After notifying Royal, getting permission and paying a small fee, of course.

 

I think I have this right but the wording is confusing to me.

That seems right to me also...I think I would verify and arrange all the specifics much earlier than one week before travel...especially with possible changes to policy due to Covid-19 now....things may have changed considerably.

That should not be a problem as it would still be a legal cruise.
