Canadian visa requirement in Canadian waters?

The Norwegian Sun sails from Yokohama, Japan to Seattle, USA on 19 April 2022

Yokohama--Hakodate--Petropavlovsk--Seward--Icy Strait Point--Juneau--Ketchikan--Seattle.
No stops in Victoria or any Canadian port,

BUT

It may have to sail in Canadian waters from Ketchikan to Seattle.

So will the Canadian visa be required for Asians (China, etc)

Of course, they must have multiple entry tourist visas for US & Japan.

The Russian port has no visa requirement for cruise passengers

No Visas or Electronic Travel Docs are required of crew or pax on vessels sailing through Canadian waters, if the ship is not calling at a Canadian Port.

 

Affirmative, between Ketchikan and Seattle, even if routing down the West Coast, they will most likely sail in Canadian Waters.
