Cozumel Port Escape

I'm going to guess that with a schedule that far in the future  a pier assignment is an uncertainty.  A year or so in the future, it will probably be totally different.  I've even had two stops at Cozumel where the pier assignment or tendering wasn't known until we were almost there.

The pier where NCL usually docks can only handle 2 ships at a time.  If there is a third in port at that same time, they tender.  So, your situation could be that they already have 2 other ships scheduled in port that day OR as roger001 says, it's too far out for them to know and they have just put "tender" in place for now.  Lots can change before 2022.  I wouldn't believe either docking or tendering at this point.

NCL usually lets their bigger ship dock and a small ship tender. Maybe after two “incidents” with docks last year, the Escape is in a parking penalty box.

Sure. If people are soooo self-important that they are

willing to hold up 4500 other guests, let the entertainment begin. 
 

We were on a Mexican Riviera cruise a few years ago when 3 parties decided that the “last tender time” didn’t apply to them. The ship had secured from tendering, pulled anchor, and was turning for departure when one, then two, then three water taxis came full speed out of the harbor asking permission for the guests to board. True pier running with a hefty water taxi bill on top. After a while, the captain allowed all three groups to board. Drunken fools being  hauled into an open hatch. And it delayed our departure for about an hour.

AGREED!!! I love to watch the pier runners from my balcony with a cocktail!

I would simply suggest not ALL pier runners fit your definition.
