Is Bar Mandy at international Pier open?

Does anyone know if the bar mandy right at the  International pier is open ?

Probably not now but could be once ships start docking there again in July and August.  I would assume most bars, restaurants and shops at Punta Langosta, International Pier and Puerta Maya will be open if they have staff.
