So this is interesting and not something I knew.  I have an EDL (border state) and I need to renew my passport.  But I have cruises August, September, November and January!  I'm thinking my best bet is to renew right after the November cruise, but I doubt it will be back (even WITH expedited) before the January cruise.  So you are saying RCL will accept just the EDL without my birth certificate?

Yes, the EDL is proof of identity and citizenship in one document, just like the passport card and may be used at land and sea ports of entry within the area defined by the WHTI.
