If served in the light up shot glass, you pay for the glass. We have enjoyed telling the headwaiter to surprise us with something that pairs well with our meals. Their SO that wishes to purchase Cheers should be able to do so since both patrons would have paid for Cheers, albeit one of them getting it paid via the casino or players club. A ton of cruisers get the DOU card offer for themselves every cruise and that is not extended to their cabinmates. Maybe Carnival does stock the poster's cabin with booze. If the person in question is a whale, they could get the stuff. I personally don't care about gamblers and the price they pay and whatever perks that they get because it does not concern me since I make zero donations in the casino. The one person buys it while the other gets it free from the casino is a whole different animal from the one person buys it while their partner is preggo. If you aren't a player, then you have no knowledge of what happens in the casino or the perks. I've been able to do the beer sampler on 3 cruises as part of cheers and then on my most recent was told it's not included.
