Mathematically, it means more than 0.3% of passengers (including crew) tested positive for covid. That's 3 per 1000. I believe the number has to drop below the threshold for a certain amount of time before the color will lower back to yellow (I could be wrong)... but I see your logic and it makes sense to me.
