Just want to post an update today from MSC for non-US residence pre-boarding testing and vaccination requirements!     I was checking the MSC app and it looks like pre embarkation PCR/Antigen test for vaccinated guests are now "reccomended" and not "required"!   Also,  vaccination is "reccomended" and not required" (if not vaccinated,  i would assume a pre-embarkation PCR/Antigen test is still required) .
