Since it is a new operator you have no real idea.  Shore excursions are mostly new.  Suggest you visit the port threads and also look at tours you could book direct.  Then ask some questions of the operators.

Check out Dora the Explorer. She's the best known tour guide in Cartagena and she really has an incredible staff leading her tours.

Some of the most pushy vendors we have ever encountered throughout the world. Not unpleasant or threatening but just so many shoving products in your face. If you are small, like me, you are soon surrounded and gasping for air!

 

Cartagena is lovely, we found the best way to do it was in a horse and cart trip. You can see all the sights at leisure and you are above the level of the vendors. Usually a commentary with a stop  on the way for views and at the end for shopping. You can do this independently but if you do check on the ratings for animal welfare. Some enterprises do not have good records for looking after their horses.

5'2" I had the exact same experience there!
