If all those crowds shifted to the typical included dining, they would not be able to handle the masses. Spreading out the herd is necessary. So interesting that they built large ships for large capacity and yet don't have enough room/staff to feed everyone in the MDR. Not that everyone eats in the MDR every meal. They have lunch on sea days similar to Mongolian Wok on many of the other ships in the fleet or the lunch on those ships with Jiji's.
