I’ve looked online and searched here but didn’t find an answer.  Can you explain the difference between the OS and OE designated tours?  Are there restrictions who can book them?  TIA

Anyone can book any tours, the difference is of course cost and OE’s are tours with very small numbers. usually under 12 in a private car or van. OS and regular tours are most likely in 40+ pax buses depending on the ports tour companies. 
With SM, you can use your excursion credits for what you wish is my understanding but We have not taken any SM cruises yet.

I thought OS tours were the same as regular tours, but with a reduced number of pax.  At least under OLife, it seemed that way, but has it changed under SM?

 Just the opposite. OS tours are more than the simple panoramic and walking ones. And the OS prices have historically been over the old $199 O Life limit. OE tours are the same as many of the basic <$200 ones but with group limits <16 (and often around 10-12 people).
