Taking into account family cabins with triple/quads and some with berth for 5th and even 6th pax ... the expected passengers headcount ranged from 3,215 to about 3,950 (which is typically lifeboat maximum capacity for the ship). The count reported by some sites put it at 3,099 with up to 1,506 crew members/officers. CruiseNext, Haven team (butler/concierge) and housekeeping, along with Guest Services, etc. all have the current sailing's headcounts for the given sailing ... those numbers are provided to the crew, along with nationalities (based on passport from x number of countries). We skipped the welcome back Latitude sales presentation a/k/a cocktail reception ... but I vaguely recalled our TA headcount was somewhere around 3,100 to 3,200 onboard and aside from the crowd surging at the Hudson & Commodore Room, didn't "feel" (subjectively, of course) crowded - unable to get into the smaller venues and/or find indoor seating in the 3-story atrium lobby is a different matter of design. The Metropolitan Bar was used for a lot of "group" activities including triva plus solo music (in addition to the atrium) whereas the Belvedere Bar/lounge area a deck below was mostly a ghost town, even on sea days and the casino wasn't getting much action and pax donations either, at least on the TA ... There is a difference in occupancy and capacity. Most sources list the occupancy at 3099 guests assuming 2 per cabin. The full capacity on Prima is closer to 4,000. That is assuming full occupancy in all the cabins. On the cruise we were on there were several families of 4 taking advantage of the promotion where the 3rd and 4th passenger get a deeply discounted rate. It was packed. That pescado white fish at Los Lobos is really good. Ended up being the best meal on our trip when we were on Prima in December. You hardly see any reviews of anyone ordering it. Obviously, passenger count plus crew by law can not exceed lifeboat capacity,… So , 3,900-4,000 passengers would be impossible given that would leave no lifeboats for crew. I’m sticking with guest capacity at 3,100-3,200. We’re sailing full! Anything over that, which all of us know, would be 103% or 105% or 10-whatever%. And so, here's why we have different numbers in this post. But, you can not have more passengers in total than you have seats in lifeboats Why the discrepancy? Who knows? Maybe NCL rearranged for more retail space? Maybe they changed some of the outdoor areas around? But, all I know is our Captain said we’re sailing full at around 3,200 guests! I think this “it’s too crowded” frenzy which I was thoroughly prepared for is not an issue. What I do believe, if you’re sailing in colder climates and more people gather inside, that’s to be avoided! But, if you can spend time outside i their very nice outside spaces, it’s not an issue, at all! I’ve sailed the Bliss, at capacity, with 4k capacity.
