Not usually.

 

Due to upsells & last minute discounting, the ships usually sail full, or pretty close to full.

Or even if the ship's not full they just don't want to deal with the trouble usually.

We always notice a sign the first day or two at the reception desk that says somthing to the effect of no upgrades are available.
