That doesn't necessarily mean full capacity, though, because there might be some cabins that are occupied, but not full, such as 2 people in a quad. I have been on 2 full voyager class sailings, and the only time you can tell there is that many people on board is 1) Lunch in the windjammer on sailing day, and 2) Breakfast rush on port days in the windjammer.
