? on handicapped parking NYC cruise terminal

Do you have to pay to park at the cruise terminal if you are handicapped? I ask because in my state, a handicapped person does not have to pay for airport parking, for hospital parking, for street parking and such.

We just did this at Pier 90 -- it was $120 to park for 5 nights. (I think that was MAX). The parking is on top of the pier. You leave your luggage at the bottom, then proceed up the ramp. Sometimes, if your pier is full, you are directed to the top of another pier. Then you have to take the elevator down and at your correct pier take that freight elevator up. It sounds more complicated than it is, but then again it's NYC. There are HC parking spots closer to elevator, but that'a about the only courtesy.
