To summarize, NCLA has created documents to change the U.S. Passenger Vessel Services Act, which requires foreign stops to be "a legitimate object of the cruise" - thus eliminating the possibility of short stops like Victoria, B.C., Ensenada, Mexico, et al. NCLA proposed this to help fight off Princess and HAL's Hawaii runs from the west coast (which stop briefly in Ensenada) - they want to require 48 hour stops in foreign ports for cruises that start/end in the U.S. (hence this impacts all Alaska voyages from Seattle, along with tons of other itineraries). Hold on tight. This is yet another reason why I, nor anyone I speak with and have any power over, will never set foot on another NCL/NCLA vessel.
