The bigger ships (don't know what the cut-off is) might not be able to get in and have to dock at a less convenient area. Willemstad, Curacao has two main docking locations for cruise ships: the new Curacao Mega Pier is designed for Post-Panamax size ships (that can't fit under the Queen Juliana Bridge). The Mega Pier is located in West Willemstad, about a 10-15 minute walk from downtown. Smaller ships can dock at the Curacao Cruise Terminal, which is within walking distance of the Queen Emma pontoon swing bridge that connects the Punda and Otrobanda district. When we were on the Westerdam in Feb we also docked at the closer-in Cruise Terminal. It was wonderful, that morning, to open the balcony drapes and look out over all of the colorful buildings! I just assumed it was a pilot--there I go, "assuming" again :D Captain is still in command and has the ship - He can elect to have the Chief Officer "drive the boat" but remains responsible - Pilot has local knowledge and is there for advise and suggestions.
