Yes Adventure Ocean does have them. I don't know capabilities of those on DCL, but on RCCL they are ship use only, they don't cover in port.

Royal Caribbean has dect phones for rent for I think $25 per phone. My sister, father, (95 years old), my niece and her daughters had them. It was great in that anyone could call anyone and no matter where on the ship someone was, the phone could be answered.

 

I don't know though if in the Ocean Adventure they are given for free as some of the great nieces were in there and they weren't offered the use of them, but their mother had arranged for them when we got onboard.

 

My family felt they were worth every penny they spent.
