Carnival used to price all cabins in one category on one deck the same. Several months ago, they recategorized the cabins to make the midship cabins a higher category, hence a higher price. I would think a balcony over the dining room would be great. Bear in mind that there is a outside promenade on the deck below, so there will be people out on deck, so your cabin will be partially over a public deck (it's quiet, but there could be smokers out there after dinner), and partially over the dining room.
