Cabo is so small, you can easily walk around the entire town and marina area on your own with no problems. The easiest way to the see the Arch, sea lion colony and Lover's and Divorce beach is by water taxi. They will be all over the dock when you get off the tenders. The usual price is about $10/pp for a 30 minute tour. Make sure to negociate the price before you get in the boat.
