Port parking question

Been out of NOVA a few timed but it's bent awhile. Loved the port parking but last time there we were told by the porter that they weren't allowed to take my luggage to the parking deck($20 changed his mind). Is this still the policy?

We were just there in Nov. As soon as we pulled in the parking garage there were lots of luggage handlers walking up offering to help.
