is there ever a "standby list" for sold out categories?

i've been in touch with celebrity directly, and four online agencies, none of which can book me a balcony on the cruise we wish to sail.

 

are there instances where they've released "x" number of cabins to other travel agencies and they aren't yet used. need i continue this "hunt"?

 

also, there have to be instances where there are cancellations of balconies. how do i get on some kind of "waiting list" for that?

and then release those they don't sell just before final payment. I'd start calling the cruise line themselves at around 62 days until well after the final payment date. Also, many times those with the balconies are waiting for the suites to cheapen up.
