QM2 Verandah: is the 15% gratuity added to the cover charge?

The cover charge for the Verandah Restaurant dinner is $49.95 per person. Is a further 15% service charge added on top of that?

I believe not. When DW and I ate in the Verandah on QV in October last year, the cover charge of $24 per person was inclusive of the Service Charge albeit a whopping 25%. The bill shows Verandah Dinner $19.20 plus $4.80 Service Charge obviously times two.

The charge includes the gratuity.
