For Cartagena Colombia is it best to buy at least some Colombia pesos before arriving there? Or is there a casas de cambois at the ship terminal with good exchange rates? It appears it is preferred to use pesos instead of US dollars to pay the taxi. What currency works best at the shops?

We are taking a Southern Caribbean cruise with Holland America commencing Feb. 15th, 2023. How far in advance should we book our excursions with the cruise line. With the increased number of travellers, waiting to book aboard the ship is likely too late for popular excursions.
