Looking at doing this tour in Nov on Princess but its pricey at 119 Pp.

Any recommendations on a less $$ operator?

my husband and i want to visit this site. Is it entirely possible , safe , easy and inexpensive to just hop on a taxi and get to the fort? 

Princess Cruises  offers a Cartagena Hop On/ Hop Off...  for around 40$pp. Would that make more sense then trying to taxi around ?

We are sailing on the NOS Aug 30 2015. DH is a cigar smoker and we did see that they have a lounge for that. However ,we wanted to know if there were ,and WHERE they were, smoking areas on the decks.
