You have to look at the excursions offered to you.  We have done both excursions options and OBC.  If there are excursions that you want to take that exceed the OBC amount then do that.  We used the excursions on a Mediterranean cruise, but found the OBC was better for the Carribean cruise.

How far in advance do you usually get upgrade offers?

I have called Oceania several times and each time have been told that with the free excursions you can choose any excursion that is $199.00 or less.
