Just did 13 in Royal Suite from MDR menu by calling room service.  They will either do it or not, if they don't then you can go the Genie/Concierge route.  So much depends on the staff running F&B on the ship.  Very little consistency.

Been to Cozumel a number of times.  On our cruise stop over this November we booked a private tour with Tours Plaza.  Victor met us right outside the pier and took us on a great tour around San Miguel that included a chocolate and tequila tasting at two excellent locations.  We then asked him to take us to a locals spot for lunch and he picked a great place in San Miguel that isn't a tourist spot but has very good local food.  Victor is a very good guide who we would very much recommend and Tours Plaza is a top notch local tour company with very good customer service.  Don't hesitate to book with them and ask for Victor!
