SFB has all the major car rental agencies on site and Most FL AIRPORT locations don't have drop off fees. But, YMMV.
However, it seems only Enterprise, Dollar, Budget, Hertz & Avis have locations near Port Canaveral. I would just stick to those 5 with Budget and Dollar being your best bets with lower rates; though you can usually score a good rate with Avis...Enterprise since the one at the Port may be a neighborhood location and not an Airport location may have a drop off fee. Hertz is usually very expensive but they do have AAA rates if you are a member.
