If the OP is concerned about using the Regent excursions then the alternative is to arrange a private driver & guide; either through Regent or independently.

Currently on Explorer. Large group bus excursions are very large. We have changed all possible excursions to small bus excursions (at a cost). It is worth the money for sure. Regent today is not Regent pre-Covid. Costs for them have skyrocketed so they have no choice other than to pass it on to passengers. There are also some food items that they cannot be sourced (not for lack of trying). Pacific Rim (only on Explorer and Splendor) is having difficulty sourcing sake, for instance. Japan was unable to produce sake for two years. We need to accept these realities.
Regent is still an amazing cruise line (that have many former guests and some crew from Crystal that are loving the Regent Experience.

We were docked next to Voyager in Istanbul yesterday (we are on Explorer). No mask required in Turkey.

Captain Serena is in longer with Regent. No details.

Currently on Explorer. Masks are optional unless you are docked or anchored in Italy or Greece. As soon as the ship leaves the dock, masks once again become optional. I believe the Voyager is currently in the area as we saw her a few days ago. Obviously, the same rules would apply to her,

Remember to consider the time difference between your home and port of embarkation. We tested in the U.S. at noon, flew to our embarkation port, spent two nights pre-cruise and will board the ship at noon, 72 hours after testing. We thought that we were cutting it close until we remembered the time difference (since our embarkation port is 9 hours ahead of our home time, we tested 9:00 p.m.).
