Be sure to do it when you embark.  On our last 7 day we were unable to get anything on day 2.

I know this is about port tipping. I have noticed some have mentioned airport tipping as well. I always tip the sky cap. I have found "caution heavy tags" on my bags, and never have been bagged for over weight bags. I believe this is due to the skycaps tip. That was probably well worth the $3dollar tip!
