I do believe the ships use shuttle buses although we did a private tour and had a private guide pick us up at the dock. Where the ship docks depends on the size of the ship, so can't help you out there. Sorry I can't be of more help, but as I remember things are not all that spread out in Bilbao.

Bilbao is the home of the FABULOUS Guggenheim Museum designed by Frank Gehry. The building is a wonderful piece of contemporary architecture and it houses some of the largest "installation" art pieces you'll ever see. Well worth a visit! We just returned from a cruise and 6 of us did a private D-Day tour. It cost us $186 per couple, and we spent 8 hours, leaving from Cherbourg at 9:30 am and returning at 5:30 pm. We saw Omaha Beach, Utah Beach, Ste. Mere Eglise (museum), and Pointe du Hoc. We had an excellent driver/guide who took us on one of the best tours we've ever been on!! The tour was arranged by "Normandy Sightseeing Tours".
