  1. Where are they to mail it to me? I'll be in the Atlantic Ocean!

If it was mailed tomorrow and then resent upon receipt you could get it on Friday. Local delivery generally takes a day for me in the Hill country. I know it is a tight timeline but it could work.

  2. Here is an update. I'm pretty angry. I went to the Elections office today. The person there was always doing something else while I was talking, so she never fully got what I was saying. I brought with me a recent newspaper article that said some people were getting their ballots via email. She then decided to call the "expert," who couldn't be bothered to come out of her office. They still insisted the ballot had to be mailed, and I had to have a physical address.

When I brought up the article in our local paper, she said, "Oh, that's for service members." I argued that I was just as much a citizen as they. Finally she realized that being out of the country and "overseas" might mean the same thing, so she said I needed the fvap application, and I plopped it on the counter, all filled out and signed.

I was informed that I cannot fax the ballot, that it has to be mailed. So you folks in Louisiana are ahead of us!

I'll be very surprised if I receive the ballot at all, but either way, this is not over for me. I did read that the astronauts on the space shuttle (most of whom live in Texas too) are able to vote. I wonder what their mailing address is?

Try having the ballot mailed to a friend or family member then mail it back to you. The complicating factor would be when the ballots would be mailed.
