What if you receive a promotional $50. SBC towards excursions from Princess but the passenger doesn't book any excursions?

Seems like you should be able to use it for anything on board,(gratuities, bar bill, gift shop) not just excursions.

Is this a use it (for excursions) or lose it ?

I assume there are not that many repeat world cruise passengers from year to year
