What happens if you go with a junket but you do not meet the required number of hours?

I received an invitation for a free cruise on Royal Caribbean from playersclubtours dot com. I emailed RCCL to see if they were legit and they said they are a highly reputable and respected casino travel agent and they have a very long standing relationship with them. It just seems to good to be true. It says all I pay is port fees and taxes. Am I missing something?
