WiFi on ship(Dream)

See this at bottom of all the wifi plans:

 

To keep you connected while at sea, every one of our ships provides satellite Internet access facilitated through the HUB Internet Café and through the bow-to-stern ship-wide Wi-Fi network. To access Wi-Fi, simply turn on your device's Wi-Fi feature and you will receive the information needed. You can do this anywhere onboard the ship. All of our ships feature areas with publicly accessible computers, which are open twenty four hours a day.

So does the part on bow-to-stern ship-wide WiFi mean you can connect to that to message others on the ship with out having to get one of the plans and without having to be in the Cafe? Or do you still have to get one of the plans to use ship wifi?
