NCL App on Dawn?

When we were on the Escape a couple years ago, we were able to download and use a NCL App to use to text each other in the family for meeting times, etc. Does the Dawn have this capability?

Couple weeks ago on Escape it was offered for $9.99 per device. However it is turned off while in port. 4 of our next 5 days had stops in ports so we decided not to buy it. It would have been nice though.
