car rental extra fees, license or insurance since it is in PR?

Your state-side driver license is all you need here.

You don't need to buy a "local" driver license.

 

The insurance the rental agencies push are the same ones they push in the States. Check with your insurance company ... your state-side policy probably covers rentals in PR, same as in the states.

I would bring a copy of your insurance coverage policy (company name and policy info etc), just in case. Some places ask for it.

To get to El Yunque- RT 26 este (east) - it will run into RT 66/rt 3. Stay to the left and get onto RT 66. $1.50 toll road, but it avoids traffic and lights).

RT 66 ends at RT 3 intersection. Turn right onto RT 3. Take that about 10 miles. You will see a large sign for Rio Mar to the left and the Rain forest to the right. At that light, turn right and follow the road until you get to a corner with RT 191 (green building). Turn left and go up to EL Yunque.
