Smartcruiser does charge a $50 cancellation fee, I'm not sure if Cruise value center does. They were the cheapest prices I found where you got to pick your cabin. I booked an Owner's Suite through Best Price Cruises and saved $500 per person ($1000) total. We had looked at at least 10 or 20 online places, and they had by far the best deal.
