Charge for Shore Excursions & Bringing water

Sorry if I posted this twice, but couldn't find my earlier one. When you pre-book the shore excursions, when is your credit card charged - @ the time of booking or after you take the excursion. Also I've been following the info about bringing wine on board, what about bottled water - can you bring that?

 

I finally convinced my husband to go on a "real" cruise - doing the Millenium on March 15th.
