Car Rental in Skagway - American Citizen but Canadian Resident

Hi,

 

I tried searching, but couldn't find a definitive answer or anyone with first hand experience trying this.

 

Ideally, my husband and I would like to rent a car and drive into the Yukon. I'm a Canadian citizen so I know I can't rent the car, but as the subject lines says, my husband's an American citizen living in Canada (with an Ontario driver's licence). I'd like to try to find out if he rented the car and drove across the border, would we be ok? Has anyone done this? I've read conflicting information about Canadian citizens vs residents, which makes a huge difference. If we can't rent the car, then we'll fork out the money for the Chilkoot tour. Any insight will be greatly appreciated.

The restriction is for "Canadian citizens and permanent residents", so neither of you can legally rent the car. While passports are the only document checked at the Fraser crossing, they usually ask where you live.
