Are private guides/vans allowed inside Xingang port?

We stop at Xingang port for the day. We've booked a private day tour to Tianjin. Are private guides and vans, allowed to meet us at the ship's gangway? We would definitely prefer that. Guide wants to meet us at the customs house... would that be by the entry gates? Are passengers allowed to walk through the dock to the gates? If they are, how far would the entry gates be from the ship? Thanks for any help you can provide.

They can't meet you at the gangway, because you need to go through customs, which was very near our ship. As you exit the customs building, there are taxis, and I assume vans can also pick you up in that area.
